The City of Texas is seeking a qualified vendor to implement an enterprise case management system, with a focus on meeting the city’s functional, technical, and security requirements. The selected vendor will be responsible for conducting requirements analysis, validation, and design services to ensure the enterprise permitting platform meets the city's needs. This includes reviewing current business process documentation to identify opportunities for improvement, streamlining, and automation. Collaboration with city stakeholders and the project manager will be critical to determining proper security roles and permissions within the application.

The project scope also requires the vendor to develop a comprehensive configuration management plan outlining strategies, standards, and procedures for creating and maintaining system configurations throughout the implementation. Additionally, the vendor must provide a detailed change management plan, including templates, guidance, communication strategies, and recommendations for team-building and milestone tracking. The vendor will support the city in assigning roles and responsibilities for change management activities among designated change agents and provide recommended timelines for these initiatives.

Data migration services are also required, specifically to transfer all relevant data from the city's fire records management system. As part of this process, the vendor must conduct data quality assessments to identify and resolve major data issues through cleansing prior to system conversion. A pre-offer conference related to this procurement is scheduled for January 16, 2026.
