Enterprise Asset Management System

The issuing authority is seeking a vendor to provide an enterprise asset management system, including an integrated EAM and CMMS platform. The scope includes full implementation services such as design, configuration, integration, testing, deployment, and data migration support, including mapping, transformation assistance, and guidance on data cleansing.

The solution is expected to integrate with GIS, CRM, ERP, HRIS, DOT telematics, and other relevant platforms. It must support mobile and offline functionality for field operations, along with training, role-based documentation, change-management support, go-live assistance, hypercare, post-implementation stabilization, and ongoing support, upgrades, and maintenance in line with service level expectations.

Functional requirements include multi-channel work creation through CRM, portal, mobile, GIS, and automated triggers; work triage, prioritization, and routing rules; asset-linked, location-linked, and non-asset work management; evidence capture such as photos, video, GIS coordinates, and annotations; contractor work management and portal access; service-level tracking and escalation workflows; warranty-based routing and restrictions; automated notifications and approvals; and maintenance performance reporting and analytics. The project is intended to improve lifecycle-based, risk-informed decision-making for municipal infrastructure assets and support consistent, enterprise-wide asset management practices.
