Enrollment Broker Operations Service

A government authority in Austin, Texas is seeking a vendor to provide enrollment broker operations services to support Medicaid and related managed care programs. The selected contractor will conduct enrollment, outreach and informing activities, manage client financial contributions and fund management services, and help improve the overall client experience.

The scope includes providing enrollment and outreach services for Medicaid clients in managed care, implementing an enrollment process with multiple access channels such as a service portal, mobile application, and websites, and supporting ongoing updates to enrollment processes. The contractor will also provide and operate a solution for creating enrollment packets, managing inbound and outbound correspondence, and processing documents through functions such as electronic imaging, auto-linking, and auto-routing.

Additional responsibilities include operating a call center using telephony infrastructure to respond to client and provider inquiries, assist clients with benefit and service information, and explain enrollment procedures and rules. The vendor will also conduct outreach to eligible individuals for Medicaid, children’s Medicaid dental services, CHIP, CHIP Perinatal, and CHIP Dental managed care, while supporting enrollment completion and interest list management.

The contract term is four years. A pre-bid meeting is scheduled for July 21, 2026, and questions are due by July 24, 2026.
