The State of California is seeking a provider to produce audio recordings of Voter Information Guides (VIG) in English and multiple additional languages for both MP3 and CD formats. The recordings will serve the June 2, 2026 Primary Election and the November 3, 2026 General Election. Languages required include English, Chinese (Traditional & Mandarin), Hindi, Japanese, Khmer, Korean, Tagalog, Thai, Spanish, and Vietnamese, with the potential for further language needs as determined. Text is provided in traditional Chinese characters to be read and recorded in Mandarin.

The provider will be responsible for producing audio recordings that encompass the entire VIG, including all introductions, transitions, and closings as appropriate for audio CDs, as well as an introduction for content prepared for the Secretary of State's website. In addition to audio production, the scope includes duplication of CDs, creation and printing of CD labels, and packaging CDs with cover letters for mailing. The vendor will also manage the mailing and shipping of CD deliveries as part of the project requirements.

This contract is suited to vendors with expertise in multilingual audio production, media duplication, packaging, and distribution services.
