The firm will also be tasked with developing a prioritized improvement plan based on criteria like safety, equitability, feasibility, risk, and liability. Additionally, the support services will involve devising a long-term asset management plan outlining inspection, maintenance, and replacement schedules, complete with cost estimates for both current and future infrastructure.

The vendor should evaluate and recommend effective funding strategies for the streetlighting system, exploring options such as grants, capital improvement planning, and utility-based funding models. Furthermore, development of conceptual rate structures will be necessary to facilitate the program's transition from the city's general fund to a self-sustaining utility.
