(1) Vendor needs to provide engineering development support services to the government authority located in Boise, ID. – Support public works engineering in the development of a Streetlight Comprehensive Plan (SLCP). – Provide overall project management through a centralized project manager and with support from designated leads for each sub-project. – Project management activities shall support effective communication, budget tracking, scheduling, coordination with city staff, and overall quality control. – Streetlighting that considers safety, equity, and needs for varying local conditions. – Include key technical elements such as spacing, fixture type, shielding, and performance. – Develop a prioritized improvement plan, based on safety, equitability, feasibility, risk, and liability to align the streetlighting system. – Develop a long-term asset management plan for inspection, maintenance, and replacement schedules with estimates for associated costs of existing and planned infrastructure. – Evaluate and recommend potential funding strategies, including grants, capital improvement planning, and utility-based funding models. – Develop conceptual rate structures to support transitioning the streetlighting program from the general fund to a self-sustaining utility. (2) All the questions must be submitted no later than February 20, 2026.
