The state of Indiana is seeking a software as a service (SaaS) solution for energy bill data management. The selected platform will support verification of billing and usage, offering both automation and integration capabilities. Vendors are asked to specify whether their solution is off-the-shelf, and clarify if it is web-based or a desktop application.

Key requirements include robust data security measures, reliable data protection and hosting, strong network performance, uptime guarantees, and comprehensive disaster recovery planning. The solution must provide API access to integrate seamlessly with the Munis enterprise resource planning (ERP) software from Tyler Technologies. Additional features should include tracking and reporting of greenhouse gas (GHG) emissions and renewable energy credits (RECs), as well as automated data entry for energy bills via EDI or API.

The contract will be for a period of one year. A pre-proposal meeting is scheduled for December 15, 2025, and all questions regarding the project must be submitted by December 16, 2025.
