The agency seeks a vendor to undertake an emerging sector strategy aimed at analyzing and guiding the potential development of facilities that house computing equipment, such as data centers and related operations. This service involves preparing a comprehensive research and policy-support report to inform future land use planning, infrastructure coordination, and economic development decisions related to computing facilities in Alberta.
The study will identify and assess a range of computing-related facility uses—from small-scale operations to large or hyperscale developments—and analyze factors such as required resource inputs, opportunities for co-location, and impacts on adjacent lands. Additionally, the analysis will consider environmental, operational, and emergency response implications, as well as decommissioning, reclamation practices, and possible tax or assessment outcomes. The final report should incorporate relevant case studies and resources from Canada, North America, and international contexts where appropriate.
Best-fit vendors:
• Expertise in strategic consulting for emerging technology sectors
• Proven experience in land use planning, infrastructure, and economic development studies
• Familiarity with computing facility and data center operations
• Ability to conduct policy research drawing from both Canadian and international case studies
• Strong analytical capabilities in environmental and operational impact assessment
