A higher education institution in Virginia seeks a qualified vendor to provide emergency message development and strategic communications services. The scope of work includes developing comprehensive strategic communications plans, creating messaging frameworks, and supporting issues management to enhance government relations and strengthen connections with the public.

The contractor will be responsible for audience targeting, policy issue evaluation, development of key briefs and talking points, issue tracking and analysis, and advisory services on engagement strategies. Additional tasks include preparing leadership for public messaging, drafting press materials such as op-eds and statements, and creating a robust social media messaging strategy. The vendor will also develop crisis communications plans, coordinate messaging for both internal and external stakeholders, and provide ongoing support for leadership messaging. The contract period will span two years.
