DESCRIPTION

The City seeks a vendor to provide emergency medical services billing services and to develop and administer a comprehensive EMS billing program. The program will use a soft-billing model under which only applicable insurance providers, including Medicare, Medicaid, and private insurers, are billed for EMS incidents involving patient transportation to a hospital. The vendor must establish controls to prevent direct patient billing and safeguards against fraudulent claims.

The selected vendor will assist with Medicare, Medicaid, and private-insurer credentialing and enrollment applications; advise the City on billing policies and documentation standards; and support development of a marketing and communications plan to promote public awareness of the EMS billing process. The vendor will also establish and maintain integration between its billing system and the City’s ImageTrend electronic patient care reporting system.

Additional responsibilities include maintaining secure interfaces with hospital service sites to collect permitted patient demographic information and implementing a toll-free telephone line staffed by trained personnel to handle patient and citizen inquiries, insurance questions, and complaints. Questions regarding the opportunity must be submitted by September 16, 2026.
