DESCRIPTION


The issuing agency is seeking a vendor to provide a SaaS-based Element Learning Management System (LMS) software license and related services. Only SaaS subscription licenses will be considered; on-premises products and services are explicitly excluded.

The requested SaaS Premium Element LMS annual license must include certification and compliance management, unlimited users, unlimited courses, at least 50,000 active course registrations, virtual online training, a minimum of 40GB of storage, a minimum of 40GB of monthly data transfer, and software maintenance and technical support services. In addition, the SaaS Element LMS Certification and Compliance Manager annual license must support unlimited managed unique users, unlimited certifications, unlimited email notifications, and include software maintenance and technical support services.

The successful respondent may use third-party web-based remote access connections to the agency's information systems solely to provide support services, subject to agency-controlled access conditions. The agency must initiate and accept the connection, monitor the connection throughout service delivery, and terminate access once the services are completed. All questions must be submitted no later than July 21, 2026.
