The state of Missouri is seeking a provider for a secure electronic veterinary medical records system designed with robust data protection and network security standards. The system must utilize encrypted protocols for all transmissions beyond basic web page viewing, including file transfers, data authentication, and access for both end-users and administrators.

Vendors must ensure the solution's database is segregated from front-end systems such as web and application servers, and this segregation approach should be clearly described.
