The State of Ohio is seeking a provider to deliver a modernized and optimized electronic forms management system, building upon the agency’s current platform to create a high-performance solution that enhances operational efficiency, data security, and user experience. The selected vendor will offer a comprehensive approach, including professional services for implementation support, system integration, and targeted optimization, ensuring a smooth transition and complete realization of the system's capabilities.
A significant component of this project involves a robust PDF-to-React conversion strategy, leveraging both deterministic workflows for reliable consistency and AI-assisted acceleration for handling complex prototyping tasks. This hybrid methodology supports the efficient migration to a .NET Core and SQL Server-based architecture, aligning with the agency’s existing technology stack. The transformed system will feature documented processes and architecture to support future enhancements, accelerated development and deployment of electronic forms, and strengthened accessibility, compliance, and maintainability.
The solution must accommodate challenging design patterns such as multi-page forms, conditional sections, repeating rows, complex data tables, and legacy documents. All deliverables will be standard React, CSS, and JavaScript files, designed for seamless integration with existing .NET Core APIs and SQL Server databases. The system will ensure clean, accessible layouts that adhere to agency design standards, include dedicated branding and accessibility stylesheets, and supply all necessary APIs and database scripts, explicitly excluding the use of JSON or XML columns for data elements. Additionally, the workflow will support print-specific CSS and automated template comparisons to guarantee pixel-perfect output required for legal and operational needs. The anticipated contract period for this initiative is one year.
