The State of Washington seeks a vendor to provide an electronic benefits transfer (EBT) system and related services to facilitate benefits distribution for eligible individuals and families using the WIC Cascades System. The solution must integrate with the Management Information System (MIS) for maintenance, operations, and enhancement, ensuring accurate and updated information flow between vendors and clients.

The current eWIC EBT system supports various components, including eWIC system and interface, production and test environments for MIS, training environments, hosting, maintenance and ongoing operations. It also provides WIC vendors with stand-alone Point of Sale (POS) terminals, eWIC cards equipped with QR codes for S and CVB transactions, an interactive voice response (IVR) line for customer support, training resources, business continuity and emergency response capabilities, as well as ad-hoc reporting services.

Interested vendors must submit their questions by May 13, 2026. A pre-bid meeting is scheduled for May 5, 2026.

• Proven ability to integrate with management information systems

• Strong customer support infrastructure, including IVR services
