(1) Vendor needs to provide electronic and digital signature solution.– This solution shall enable users across multiple business units to send, receive electronically and digitally sign, authenticate, retrieve and store documents. The solution shall also enable users to template documents and to send documents to external signees for their electronic and or digital signature. The Electronic and Digital Signature Solution must be a SaaS Solution. Document Information, information flow and process standardisation. Enhanced access to accurate information for reporting. Efficiencies in record keeping, retrieving information, reporting and administration. Standardisation of document creation, templates, signing, storage, retrieval and monitoring in line with best practices. The solution must deliver an interface for securely sending and signing documents online. Electronic and Digital Signature Solution to facilitate the digitalisation of document signing and signature collection processes. The Solution must uniquely identify the user. All signatures require a robust authentication and verification process for this identification process. The Solution must ensure the authenticity, integrity and non–repudiation of the signed documents, ensuring compliance with relevant Irish and European legal, regulatory and quality standards (or their equivalent). The Solution must implement document generation tools with a minimum set of features to allow creation of document templates with dynamically populated data. The feature set must include data formatting and validation rules to support the University users in the process of creating individual, customised agreements. The Solution must implement authentication mechanisms to uniquely identify a signee with support of multi–factor authentication.
