The state of Rhode Island is seeking a qualified vendor to provide a Commercial Off The Shelf (COTS) replacement for its existing election night reporting system. The new system must deliver a modern, scalable, and secure user experience that integrates seamlessly with data generated by the Election Systems & Software (ES&S) voting system. Core requirements include comprehensive hosting and maintenance services for the election results website, interactive geographic maps utilizing state-provided GIS data, and support for all regularly scheduled biennial elections.

The selected system should allow the import of election data in both .CSV and .XML formats as produced by the ES&S system. It must effectively manage duplicate file uploads without altering previously updated results, and present outcomes for each candidate or ballot question with detailed vote counts and percentage breakdowns. The platform should also provide primary election results and feature customizable messaging for service disruptions.

Additional capabilities include producing test results pages for internal quality control, accommodating a private staging and test environment for the state's use, and migrating all historical election results to the new system. The solution must also enable data deletion in compliance with data retention and privacy standards. All vendor questions related to this opportunity must be submitted by February 3, 2026.
