Summary:
Missouri seeks a SaaS-based Election Management System to handle elections, polling places, worker management, payroll, and equipment tracking.
(1) Vendor needs to provide election management system.– The EMS shall be a Software as a Service (SaaS) “out–of–the–box” solution that integrates specific task modules geared to manage elections, polling places, poll works and inventory/equipment or “assets.”– The EMS shall use the Microsoft Windows Operating System– The system shall have the ability to automate communication with workers, including but not limited to assignment letters, training reminders, worker surveys, etc.– EMS must allow agency staff to facilitate payroll to all election workers, including time reporting, training pay, transportation, reimbursements, auto mileage, and other payroll items.– The EMS must include individual user profiles, worker history, a performance ranking system, work location preference, and be capable of updating by several users simultaneously– The EMS shall allow all election workers to have the ability to log into a module that will allow them to review all upcoming elections, communications, surveys, assignments, training options, supply pick–up calendar, and work and payroll history.– The EMS application must be able to integrate with agency data to check eligibility and voter status– The EMS must provide a module for managing polling place locations, absentee satellites, and nursing homes– Ability to maintain a comprehensive list of potential buildings, and to activate them as polling places for a given election with election specific data– The EMS must provide election equipment tracking for efficient logistical inventory purposes, for example, by using RFID technology.(2) All the questions must be submitted no later than December 1, 2025(3) The contract period will be for three years.
