The State of Missouri is seeking a Software as a Service (SaaS) Election Management System (EMS) designed to streamline the administration of elections, management of polling places, coordination of election workers, payroll processing, and equipment tracking.
The desired EMS should be an out-of-the-box solution that integrates multiple task modules for managing elections, polling locations, election workers, and inventory or other assets. The system must operate on the Microsoft Windows platform and should automate communication workflows with workers, such as sending assignment letters, training reminders, and conducting worker surveys. Payroll capabilities for all election workers must be included, covering functions like time reporting, training pay, transportation, reimbursements, mileage, and other payroll components.
Additionally, the system is required to support individual user profiles, maintain worker history, provide a performance ranking system, record work location preferences, and permit updates from multiple users simultaneously. Election workers should have secure access to a portal for reviewing election information, communications, assignments, surveys, training sessions, supply pick-up schedules, and records of work and payroll. The system must also integrate with agency data to verify worker eligibility and voter status, manage polling place locations (including absentee satellites and nursing homes), maintain a comprehensive facility list, and track the activation of buildings as polling sites for specific elections. Equipment tracking functionalities, such as RFID integration for inventory management, are required for efficient logistics. The contract will extend over a three-year period.
