The Department of Veterans Affairs intends to award a sole source contract to a Service-Disabled Veteran-Owned Small Business (SDVOSB), Recon Construction Specialties LLC, for the construction of the EHRM Training and Administrative Space at the John Cochran VA Medical Center in St. Louis, Missouri. The project involves site preparation, demolition and removal of existing structures, as well as furnishing all necessary labor and materials to upgrade conference room space in Building 2 to meet current training and administrative requirements as per provided drawings and specifications.

This effort is in support of the Veterans Health Administration's goal to enhance electronic health record management (EHRM) infrastructure. The project period of performance is anticipated to be 150 calendar days following the Notice to Proceed. Interested firms who believe they are capable of meeting the project requirements may submit a capability statement including company details, business status, statement of interest, and examples of relevant past work. Responses are to be submitted electronically by March 6, 2026.

This notice serves as an intent to sole source and as a market research request. Submission does not obligate the government to award a contract, and proposals will be assessed at the discretion of the government contracting office.
