This opportunity seeks a vendor to provide comprehensive educational communication, advertising, and outreach services related to updates from the Bill Act (OB3), specifically regarding new community engagement requirements. The selected provider will be responsible for developing and implementing an educational advertising and outreach campaign to ensure both beneficiaries and providers are informed about these changes.
Scope of services includes creation and delivery of presentations, advertising and media planning, outreach strategies, and creative multimedia campaign execution utilizing channels such as radio, television, text messaging, outdoor and digital advertising, direct mail, and press releases. Respondents must identify their advertising media buyer and outline the buyer’s experience in similar campaigns. The vendor will need to prepare, execute, and track outreach efforts that reach the entire District community, with a focus on populations receiving public benefits who will be most impacted by these regulatory changes.
A pre-proposal conference is scheduled for April 7, 2026, and all questions are to be submitted by the same date. The contract term will be for one year.
