The State of Illinois is seeking a qualified vendor to provide an Education Management Information System (MIS) designed specifically for adult education programs. The selected system must facilitate comprehensive data collection, support all required state and federal adult education reporting—including production of Title II reports—and offer robust cohort tracking for adult learners.
The MIS must be capable of establishing and maintaining adult learner cohorts, managing historical class and program enrollment records with start and end dates, and providing interoperability with external data systems for mandatory data matching. Additionally, the system should automatically calculate exit dates as per National Reporting System guidelines and enable detailed tracking of attendance, including direct instructional, distance learning, and Career Services hours.
A strong emphasis will be placed on data integrity, so the solution must include multiple methods for data validation, such as business rules, diagnostic checks, and dashboard alerts. The ability to generate exportable data extracts, suitable for use by different user roles, is also required. This system will be deployed for multiple years and must meet all performance and compliance standards necessary for an evolving adult education data environment.
