The selected firm will be tasked with providing actionable implementation steps, design guidelines, and measurable performance indicators to facilitate inclusive and sustainable economic growth. Deliverables include reviewing existing downtown mixed-use master plans, analyzing form-based codes, considering recommendations from previous charrettes, and identifying gaps in the current urban development landscape. The consultant will develop a robust community engagement plan featuring town hall meetings, focus groups, charrettes, walking tours, and online outreach. Additionally, a regularly updated bilingual (English and Spanish) project webpage featuring resources, updates, outcomes, and a listserv sign-up is required. Special emphasis will be placed on pinpointing catalytic sites, infill opportunities, and areas with potential for both immediate and long-term redevelopment, including enhancements to public spaces.
