(1) Vendor needs to provide economic impact study and winter safety management strategic plan service. – Create a strategic plan allowing all of the stakeholders at the community, and government levels to work cohesively with the public to improve safety while accommodating improved access for all. – Provide a written master and strategic plan for the recreational area. – Set up public and partner interaction, meetings, periods of public feedback, and summarize collected data. – Identify possible data gaps from surveys, public meetings, etc. and work with core group to incorporate those gaps into the final plan. – Identify possible strategies to address issues identified in the stakeholder assessment produced and work with the core group to develop a draft master plan. – Set up site visits with core stakeholder group, land managers, landowners, and grant managers for grant monies. – Provide survey models used in other locations to address similar issues. (2) All the questions must be submitted no later than February 19, 2026.
