Vendor needs to provide economic development, downtown revitalization, and community based engagement to submit proposals for the development of a comprehensive Economic Development Strategy and a complementary Downtown Economic Development Roadmap. The Strategy will serve as agency primary economic development framework, focusing on: strengthening competitiveness in business attraction, expansion, and retention; supporting employment growth and workforce development; enhancing business and employment–supportive infrastructure; improving investment readiness; reducing barriers to business growth; targeting industries and sectors aligned with local skills and opportunities; developing an investment attraction brand that highlights agency economic, tourism, cultural, and quality‑of‑life advantages; creating a domestic and international marketing strategy to attract investment, including FDI–focused outreach and sector–specific positioning. The area is experiencing a 32% population increase, driving demand for business services, employment, servicing and infrastructure. Strategies must support the 2025 – 2028 Stouffville Visitor Plan and enhance visitor experience and support tourism‑related businesses. All questions must be submitted no later than February 18, 2026. The contract period will be for five years.
