The selected vendor will provide services to develop an economic development strategic plan. Responsibilities will include conducting interviews, focus groups, and workshops with key stakeholders such as business leaders, government and municipal officials, educational institutions, and community groups. The vendor will also administer surveys targeting residents and businesses to identify their needs, aspirations, and concerns.

Collaboration with county and municipal leaders, including the Board of Supervisors, Planning Department, and Workforce Development, will be expected. Demographic analysis is required to project factors such as population growth or decline, age distribution, migration patterns, workforce availability, and other relevant indicators over a 5–10–year timeframe.
