(1) Vendor needs to provide economic development strategic plan service.– The Agency is seeking the services of a consultant or consulting team with economic development expertise and proven experience to design a comprehensive economic development strategy. – The strategy will help the agency shape its economic future– This strategy development follows the recent move of economic development service delivery as a function of the agency. – The purpose of the project is to create an evidence based, community–informed, and implementation–ready Economic Development Strategic Plan that positions Peterborough for inclusive, sustainable, and innovative economic growth– The Plan must support business retention and expansion, investment attraction, entrepreneurship, workforce development, sector growth, and align with broader municipal, regional, provincial, and federal goals.– The Strategic Plan must be evidence–based, community–informed, and implementation– read– Economic baseline: current demographic, labour market, and economic conditions, including trends and key indicators.– Industry and sector analysis: location quotient analysis, growth projections, and value–chain mapping.– Comparator scan: benchmark Peterborough’s competitiveness against similar–sized Ontario and Canadian municipalities (e.g., Kingston, Barrie, Belleville, Orillia, Guelph). – Investment readiness assessment: review of land supply, infrastructure, permitting, and incentives.– Consultation Services to Develop an Economic Development Strategic Plan – rates quoted by the proponent must be all– inclusive and must include all labour and material costs, all travel and carriage costs, all insurance costs, all costs of delivery, all costs of installation and set–up, including any pre– delivery inspection charges, and all other overhead, including any fees or other charges required by law
