An agency in Ontario is seeking a qualified consultant or consulting team to develop a comprehensive Economic Development Strategic Plan for Peterborough. The selected consultant will leverage expertise in economic development to create a strategy that is evidence-based, community-informed, and ready for implementation. The plan aims to support inclusive, sustainable, and innovative economic growth in the region by focusing on business retention and expansion, investment attraction, entrepreneurship, workforce development, and sector growth.

Key responsibilities include conducting an economic baseline study on current demographic, labor market, and economic conditions, as well as performing industry and sector analyses such as location quotient analysis, growth projections, and value-chain mapping. The consultant will also conduct a comparator scan to benchmark Peterborough’s competitiveness against other similar-sized Ontario and Canadian municipalities, and assess the area’s investment readiness through reviews of land supply, infrastructure, permitting processes, and incentives. The Strategic Plan must align with broader municipal, regional, provincial, and federal economic development goals. All quoted rates from proponents must be all-inclusive, covering labor, materials, travel, insurance, delivery, installation, and any other required costs.
