This RFP seeks a vendor to deliver research, analysis, evaluation, and design services that support the economic development of businesses and the achievement of strategic objectives in Ireland.

Services will involve conducting a comprehensive strategic research study to assess the necessity for state-supported export credit insurance and/or trade finance products to facilitate market diversification. The study will include researching the feasibility of establishing an export credit insurance scheme aimed at exporters targeting strategic high-growth and high-potential markets.

The selected vendor will identify challenges faced by businesses seeking to diversify into new, rapidly expanding markets, and evaluate the extent to which Irish companies currently utilize export credit insurance, other trade finance products, private market solutions, or informal mechanisms. The contractor will also be expected to present actionable options to address any identified market needs, including recommendations and detailed proposals for consideration.
