Establish the empirical baseline and collect data inputs for the investment attraction toolkit. Analyze structure, capital stack, and public–private engagement model for each. Provide a marketing tool for presentation to prospective developers. Economic overview and key demographic and economic indicators. Real estate fundamentals and pipeline highlights. Competitive advantages and incentive programs. Marketing prospectus and positioning narrative. Develop financial scenarios to illustrate incentive impacts on development feasibility. Data inventory and analytic framework. Draft data visualizations (maps, charts, indicators). (2) All questions must be submitted no later than January 30, 2026.
