Summary:
Maryland seeks a vendor to develop an economic competitiveness strategy aligned with agency priorities and comprehensive plan.
(1) Vendor needs to provide economic competitiveness strategy service. – Provide professional services to support the tasks listed below, along with expanding upon knowledge garnered during the analysis, as much as possible, this work plan should be aligned with the agency’s comprehensive plan and the agency Executive’s five priorities – Safe and Secure Communities, Quality of Life, Strong Community Connections, Financial Stability, and Sustainable Growth. • The agency expects: – Fresh analytical frameworks and creative strategic insights – A plan that directly addresses the agency’s identity, competitiveness, and market positioning challenges – Strategies to enhance equitable economic development practices and economic mobility – Utilization of existing, relevant studies specific to agency’s industries and economic development for reference – A vision and mission for economic development in agency that can be communicated to a variety of audiences, and that aligns with the agency Comprehensive Plan – An implementation plan that aligns, organizes, prioritizes, and sequences economic development efforts in a series of program chapters with short–term and medium–term strategies – Strategies for business attraction and competitiveness, business retention and expansion, entrepreneurship and small business support, industry cluster development, enhancing livability, and leveraging community partnerships – Identification of what strategies are to be implemented by agency staff, other departments or external partners – Inclusion of associated implementation budget range for identified strategies (2) All the questions must be submitted no later than December 23, 2025. (3) The contract period will be for five years. (4) Interested applicants must submit a Letter of Intent (LOI) on or before December 12, 2025.
