The State of Ohio is seeking a vendor to replace its legacy e-notify communication system with a modern, reliable, scalable, and secure notification platform. The new solution must support multiple communication channels, including email, SMS, and voice messaging, with text-to-speech capabilities. It should provide real-time message delivery tracking, user self-service options, mobile accessibility, and flexible group management features to accommodate both State and non-State users.

The platform must adhere to agency security standards, such as password requirements and data protection policies, and enable integration with existing HR management systems for automated contact updates. High availability, detailed logging, customizable notification templates, and group management are essential. The solution should feature a web-based interface, support email, SMS, and voice communications, and provide robust user/contact management with role-based access control. It must also include an interface for full integration with the Integrated Public Alert and Warning System (IPAWS) for authenticated public alerts via Wireless Emergency Alerts (WEA), Emergency Alert System (EAS), and other federally approved channels. Provisions for message queue recovery during outages and ongoing implementation support are required.
