High availability, detailed logging, customizable notification templates, and group management are essential. The solution should feature a web-based interface, support email, SMS, and voice communications, and provide robust user/contact management with role-based access control. It must also include an interface for full integration with the Integrated Public Alert and Warning System (IPAWS) for authenticated public alerts via Wireless Emergency Alerts (WEA), Emergency Alert System (EAS), and other federally approved channels. Provisions for message queue recovery during outages and ongoing implementation support are required.
