North Carolina is seeking a qualified vendor to provide a comprehensive e-learning platform tailored for students in grades 6–12. The desired solution should deliver high-quality online courseware designed to enhance student achievement while fully supporting the state’s educational standards and graduation requirements. The platform must provide a secure and centralized environment for online learning, maintaining academic rigor and the integrity of academic credit awarded.
Key features must include prescriptive credit recovery pathways informed by diagnostic pre-assessments, adaptive learning, instructional scaffolding, embedded glossaries, and literacy support. The solution should also offer text-to-speech for all instructional content, closed captioning for multimedia materials, and multilingual translation to support English learners. Students must have the ability to pause and resume modules at will, along with customized pacing on both individual and course levels. 24/7 access to coursework, real-time monitoring and evaluation of student work, flexible lesson assignments for blended classrooms, enrollment and access management, standards alignment, grading and transcript integration, and robust reporting are also required.
The selected vendor should provide strong data integration and security measures, comprehensive accessibility accommodations, and ongoing help desk and support services. A trial and evaluation phase will be included. The contract term is set for five years, with all questions regarding the proposal due no later than February 24, 2026.
