The State of California is seeking a vendor to provide an e-citation system software solution designed to enhance mobile e-ticketing, ticket management, and reporting capabilities. The goal is to streamline the citation process, reduce the time required for officers to record and deliver citations, and improve access to pertinent driver information during traffic stops or incidents. The software should also support efficient write-ups of citations and crash reports and facilitate prompt distribution of citation documents and crash exchange forms to the involved parties.

The solution must deliver required citation data to Justice, Circuit, and Municipal courts efficiently and offer advanced tools for mining and analyzing citation data. Features should include mobile and desktop eCitation applications with synchronization services, a court export module, and interfaces for exporting citation and collision records to RMS (RIMS), as well as uploading collision report data to the CHP SWITRS System. Additional requirements include a mobile application for the CHP-180 Tow Form, project management and training services, annual maintenance and support, and cost details for system upgrades over the next five years. The system should be compatible with Sun Ridge Systems RIMS CAD System and Crossroads Software Report Writer for collision reporting. Provisions for mobile printers and subscription scalability as department personnel expand are also requested.

The initial contract period will be one year. Prospective vendors are to submit any questions regarding this opportunity by January 29, 2026.
