DSAS Software Support and Maintenance

The U.S. Geological Survey (USGS), through the Woods Hole Coastal and Marine Science Center, intends to award a sole source contract for post-development support and maintenance of the Digital Shoreline Analysis System (DSAS). The requirement includes ongoing software support to implement security fixes, provide periodic updates, address critical vulnerabilities, and maintain operational performance of the DSAS platform.

DSAS incorporates Java and multiple third-party components that require regular updates, including updates needed to satisfy Department of the Interior IT requirements for installation on government systems. USGS states that the original developer, Procstep Inc. d/b/a WaterSuite, is uniquely qualified to perform this work due to its specialized knowledge of DSAS Version 6, its integrated components, and the workflows necessary to diagnose issues, update the software, and repackage releases with minimal disruption to users.

The procurement is being conducted under commercial acquisition procedures. The applicable NAICS code is 541512, Computer Systems Design Services, with a one-year base period and four option periods. Although this notice is not a request for competitive quotes, interested parties may submit capability statements demonstrating comprehensive knowledge of DSAS Version 6, experience resolving vulnerabilities, and the ability to maintain software in accordance with USGS security requirements.
