The government authority in Ottawa, Kansas is seeking proposals from qualified consultant teams to develop a comprehensive Downtown Master Plan. The selected vendor will be responsible for leading a professional planning process that incorporates urban design and engineering expertise.

Key tasks include conducting an assessment of existing conditions by reviewing current plans, studies, and infrastructure data. This involves evaluating streets, sidewalks, ADA accessibility, utilities, lighting, and drainage, as well as identifying constraints, opportunities, and system conflicts.
