The City of North Carolina seeks a qualified vendor to implement and operate a dockless micro mobility system. The system is intended to enhance public health, welfare, and safety, with specific emphasis on the safe use of public streets, sidewalks, and other public ways.
Vendors must maintain an in-app reporting tool to enable riders to report specific issues. This tool is expected to be continuously improved, with enhancements to usability and the integration of technologies that make issue reporting easier. The City may require documentation of any improvements made as well as access to data to assess operator responsiveness to complaints. In addition, vendors must provide a 24-hour customer service phone number to address safety concerns, complaints, and general inquiries. This number should be prominently displayed within the app and provided to the City for sharing on its official platforms.
All questions regarding this RFP must be submitted no later than March 18, 2026.
Best-fit vendors:
• Experience operating dockless micro mobility systems in urban environments
• Capability to provide and support in-app reporting tools and customer service infrastructure
• Familiarity with municipal safety and public passage regulations
• Established presence or strong operational capacity in North Carolina or similar markets
