The government authority in Iowa seeks a vendor to provide dispute resolution services related to special education. The scope of work includes special education mediation services to help resolve disputes between parents, schools, and area education agencies. When parties come to an agreement, the mediator will help draft a legally binding agreement.
Additionally, the contract encompasses IEP facilitation, an early and voluntary alternative dispute resolution process. The neutral facilitator is expected to reduce conflict, ensure effective communication and focus on student outcomes within the IEP team. The selected respondent may provide both preparatory and follow-up services during mediation sessions, at IEP meetings, and throughout investigations as required.
Contractors may be required to attend training and in-service sessions, and travel throughout Iowa to deliver these services. Related travel, meal, lodging, and office expenses will be reimbursed. The contract is anticipated to begin with a one-year period.
Best-fit vendors:
• Experienced in special education mediation and IEP facilitation
• Familiar with state and federal special education regulations
• Ability to provide statewide coverage in Iowa
• Proven track record in dispute resolution within educational settings
• Staff available for required training and statewide travel
