The province of Ontario is seeking qualified vendors to provide comprehensive creative and production services as part of a direct-to-production vendor of record refresh initiative. The services required include, but are not limited to, copy and script writing, art direction, motion and graphic design, casting, location scouting, shooting, editing, recording, lighting, and licensing of stock materials. Vendors may also be responsible for renting equipment and the hiring or management of third-party service providers to deliver all necessary components for effective client communication solutions.

Additional responsibilities include the design and production of materials that are clear and accessible across various media, such as printed publications, motion graphics, and videos. The scope covers creative script development, preparation of storyboards and graphic/sound elements, and ensuring client alignment throughout the production and approval process. For larger or more complex broadcast TV and digital video projects, a pre-production meeting with the client is required to confirm project direction.

Vendors will be expected to manage the activities of third-party contributors, including script writers, audio/video suppliers, animators, graphic designers, illustrators, casting agencies, photographers, translators, and proofreaders. Effective project, budget, and talent rights management, combined with accessibility compliance, are essential components of this opportunity.
