Vendor needs to provide digital reporting platform. • Facilitate secure, user–friendly, and gender–responsive reporting of conflicts, GBV, and security incidents by community members, particularly women and representatives for women and youth organizations and networks. • Enable real–time monitoring and gender–disaggregated data analysis to inform timely, gender–responsive interventions in the context of conflict, natural disaster, and violent extremism. • A fully functional, secure, and scalable digital reporting platform that integrates gender–responsive design principles. • A user–friendly, inclusive interface accessible on web and mobile devices, with multilingual support, offline capabilities, and gender–responsive features. • Offline–First Design for Remote Access: Given the operational context in remote regions like Cabo Delgado, the platform's design must prioritize offline functionality, specifically the ability to submit reports without an internet connection. • Develop a robust backend system for gender–age disaggregated data collection, storage, and analysis, ensuring compliance with data protection regulations. • Implement end–to–end encryption, user authentication, and anonymization options to protect reporters’ identities, with specific safeguards for survivors.
