The issuing agency seeks a vendor to provide digital marketing services for a one-year contract term. The work includes digital media planning and execution to reach diverse veteran audiences, including rural, underserved, and urban populations. The selected vendor will help develop and recommend a digital strategy and implement paid digital advertising campaigns across approved platforms such as search, display, video, and social media.
The contractor will be responsible for executing media buys in accordance with approved plans, budgets, and timelines, while monitoring campaign performance and optimizing placements to improve reach, engagement, and lead quality. The scope also includes supporting lead generation and brand awareness efforts by directing traffic to agency-designated landing pages and points of contact, with an emphasis on generating high-quality leads aligned with agency service volume and program capacity.
In addition, the vendor must provide tracking, analytics, and monthly spend reporting. This includes documenting advertising expenditures, reporting on budget allocation and remaining balances, and maintaining records for media buys and invoices in accordance with state requirements. The agency must retain administrative access to all advertising platforms and campaign accounts used under the contract. Questions are due by May 22, 2026.
