A vendor is sought to provide a comprehensive digital learning platform that includes hosting, content delivery, and ongoing support. The platform will be the central digital infrastructure for a professional learning system, and must be fully developed, production ready, and supported as a commercial product.

Key requirements include content hosting and delivery, video hosting with secure streaming, and integration of online payment and purchasing. The vendor must offer ongoing hosting, maintenance, and platform support, as well as configuration and implementation services. The platform should facilitate video-based and resource-tethered learning, track user engagement, learning activity, and purchasing behavior, and support content editing, publishing, viewing, downloading, uploading, and video engagement. The solution must also ensure intellectual property protection and community engagement features.
