A comprehensive digital governance platform is sought for implementation in Nepal. This solution will provide secure electronic identity verification, enabling individuals to authenticate their identities online and access both government and private sector services without the need for physical documents.

The platform will feature an online service delivery system with token generation and file tracking, supporting efficient queue management and transparency in application and file movement across government offices. Additionally, a public participation tool will be included to facilitate citizen engagement in governance, allowing the public to submit feedback, suggestions, complaints, and to participate in policy discussions and decision-making processes.

Other required components include a real-time governance dashboard to provide local officials with live, consolidated data and performance indicators; a GIS-based urban information system for managing and visualizing spatial data related to urban areas; and a robust messaging and notification system capable of delivering alerts and updates through SMS, email, mobile apps, and web notifications. A comprehensive document and data management system is also needed to securely store, organize, and manage records throughout their lifecycle. This digital platform will enable local governments to improve service delivery, transparency, and citizen participation.
