DESCRIPTION


The procuring organization seeks a new, current-model digital earthwork take-off and GPS machine control modeling software solution. The software will support construction estimating, pre-construction planning, site modeling, and GPS machine control workflows, replacing or supplementing older earthwork systems currently in use.

The solution must generate accurate cut-and-fill calculations, create three-dimensional surface models, and produce GPS-compatible machine control files for construction equipment. Required capabilities include importing 2D and 3D CAD files, PDF plans, survey data, and other standard digital formats; creating, editing, and validating digital terrain models; calculating cut-and-fill volumes automatically and manually; modeling utilities, trenches, and grading surfaces; exporting common GPS machine control file formats; and providing visualization tools, preferably with 3D terrain views. Modern cloud-based or traditional licensing and multi-document workflows are also required.

The contract period will be one year. All questions must be submitted no later than September 18, 2026, and proposals are due by September 22, 2026.
