(1) Vendor needs to provide digital draw system. – Design, development, delivery and ongoing support of a secure and certified digital draw system.– The Digital Draw System must produce a non–predictable, statistically random outcomes that are verifiable, auditable, secure, and approved for use in regulated gaming environments.– The solutions shall provide 24 hours per day, 7 days per week, 365 days per year draw availability with remote draw capabilities.– The solution should be capable of supporting multiple draw games and be scalable to accommodate future lottery products and expansion.– The system shall employ an industry–recognized digital draw system methodology that can be independently certified as producing true or cryptographically secure random output by an accredited third–party authority. – The solution shall support continuous integrity monitoring of random number outputs through built–in statistical or entropy–based validation mechanisms.– The proposed architecture shall include multiple, independently certified digital draw system environments deployed at both primary and backup operational locations.– The system shall enable the conduct of both on–site and remote lottery draws, with secure, independent operational capabilities accessible to both lottery operations and audit staff.– The selected Offeror shall comply with all requirements for third–party testing and certification of the digital draw system by an independent authority designated by the agency.– The proposed solution shall be a fully integrated, to stay current with technological advances inclusive of all necessary hardware, software, firmware, communications infrastructure, supplies, and related services to fully implement, operate, and maintain a state–of–the–art digital draw system solution.– The system shall support near–real–time dissemination of draw results via multiple channels, including SMS, email and agency web platforms.– The system shall include the capability to produce a digital animation of each lottery drawing.– The solution shall enable authorized personnel to perform basic edits to the video and audio tracks of draw animations. (2) All the questions must be submitted no later than March 2, 2026. (3) The contract period will be for six years.
