The state of Illinois is seeking a qualified vendor to design, develop, deliver, and support a secure, certified digital draw system for its lottery operations. This system must generate non-predictable, statistically random outcomes that are verifiable, auditable, and meet the security standards required for regulated gaming environments. The selected solution should provide high availability, operating continuously throughout the year with both on-site and remote draw capabilities.

The digital draw system must be scalable to support multiple draw games and accommodate future lottery product expansions. It is required to utilize an industry-recognized methodology, capable of third-party independent certification to ensure true or cryptographically secure random outputs. Continuous integrity monitoring of random number outputs via built-in statistical or entropy-based validation is essential, and the architecture should include multiple, independently certified environments across primary and backup locations.

Full integration is mandatory, encompassing all necessary hardware, software, firmware, communications infrastructure, and related services to implement, operate, and maintain the system. The system must support near real-time dissemination of draw results using channels such as SMS, email, and web platforms, and include digital animation capabilities for each drawing along with tools for authorized personnel to edit video and audio tracks. Third-party testing and certification by an independent authority designated by the state is required. The contract for this engagement will span six years.
