(1) Vendor needs to provide digital delivery strategic master plan development services to guide the department’s transition to a fully digital, 3D model–based contract delivery method. The plan will serve as a blueprint for integrating digital tools and workflows across the entire project lifecycle from planning, design, bidding, construction, and maintenance and asset management. Evaluate current department initiatives related to digital delivery such as e–ticketing, Geographic Information System (GIS) databases, and electronic asset management. Identify internal and external challenges to the implementation of digital delivery. Develop a phased implementation roadmap that aligns with the department’s core values and priorities. Recommend potential changes to staffing models and organizational structures that will support digital delivery. Define data requirements for these assets across design, construction, and maintenance and asset management phases. (2) All question must be submitted no later than February 23, 2026. (3) A contract period will be for one year.
