The State of Maine is seeking a vendor to provide a comprehensive digital communication platform capable of delivering real-time messages and alerts. The platform should support the engagement needs of various state agencies by allowing the creation and management of subscriber lists, tailored messaging to specific audiences, and delivery of content across channels including email, SMS, text, and potentially web and social media integrations.

Key functionalities include analytics and reporting tools, message scheduling, and a user-friendly interface suitable for both technical and non-technical users. The system must integrate with existing agency portals, CRMs, event scheduling tools, and eCommerce platforms, and offer real-time performance reports such as open rates, click-throughs, and engagement metrics. Vendors must demonstrate the ability to send bulk notifications state-wide with deliverability monitoring and opt-out handling.

Additional features include embedded widgets for bulletins, fully customizable templates, editable subject lines and formatting, unlimited email, no extra cost for SMS, and certified delivery with confirmation for both email and SMS. The contract period is for two years. All vendor questions are due by March 11, 2026.
