The Defense Logistics Agency (DLA) is conducting market research through a Request for Information (RFI) to assess industry capabilities, gather cost estimates, and identify potential sources for a five-year initiative supporting the DLA Energy system architecture. This initiative, known as "Digital Business Transformation," will unify various ancillary integrated system components such as Fuels Manager Defense and Energy Procurement System Tools into a single environment.
The architecture includes multiple modules: SAP S4 HANA (High Analytics Application), Integrated Business Planning (IBP), Supplier Relationship Management (SRM), Industry Solution for Oil and Gas (IS–Oil), Bulk Fuels Management (BFM), and Procurement for Public Sector (PPS). The information obtained will improve the government's understanding of available industry capabilities and refine future requirements. A draft Performance Work Statement (PWS) is attached to provide additional details for prospective responders.
Please note this RFI is for information gathering and planning only and is not a solicitation for bids or proposals. Responses will inform the government's acquisition strategy should the initiative proceed.
Best-fit vendors:
• Proven expertise with large-scale SAP S4 HANA and integrated business planning implementations
• Experience in oil and gas industry solutions, fuels management, and government procurement systems
• Strong past performance with federal agencies or the Department of Defense
• Ability to deliver long-term system integration and support over multi-year initiatives
