The selected provider will be responsible for auditing, remediation, testing, and verification of digital accessibility across a range of platforms, including websites, web applications, mobile applications, digital documents, multimedia content, and interactive features.

The scope encompasses all web content and functionalities that members of the public use to access programs, services, and activities, regardless of the hosting platform or technical architecture. Services must ensure conformance with ADA Title II and address the four principles of accessibility: perceivable, operable, understandable, and robust. Equal access for individuals using assistive technologies—such as screen readers, alternative input devices, and cognitive accessibility tools—must be maintained.

Additionally, the selected vendor will be required to distribute an approved accessibility compliance requirement letter to vendors maintaining public-facing SaaS solutions and evaluate their responses for completeness and accuracy.
