The Town of Johnstown, Colorado is seeking a vendor to conduct a comprehensive Development Impact Fee Study. The selected vendor will be responsible for preparing an updated study with a proposal for development impact fees applicable from 2027 through 2031.
The scope includes reviewing and recommending methodologies for assessing impact fees, evaluating current practices, and suggesting viable alternatives when appropriate. The study will assess and recommend fees sufficient to fund the Town’s capital improvement needs resulting from growth and development. Additionally, the study should propose an annual fee escalator to offset increasing infrastructure construction costs for the intervals between formal studies. Finally, the vendor will provide comparative analysis of impact fee rates with those of surrounding public entities.
Questions regarding the RFP must be submitted no later than March 20, 2026.
