The government authority in British Columbia seeks a vendor to provide financial analysis and bylaw services related to development cost charges (DCC) and amenity cost charges (ACC). The selected firm will review existing documents such as official community plans, infrastructure master plans, asset management plans, capital plans, transportation studies, park plans, and financial strategies. The scope includes compiling projections for population, housing, and employment growth, as well as identifying and evaluating eligible growth-related capital projects with considerations for infrastructure sequencing, servicing triggers, and interdependencies.
For amenity cost charges, the vendor will conduct workshops with city staff and departments to identify eligible projects, considering service levels, infrastructure requirements, operational impacts, and long-term lifecycle concerns. The contractor will review population and employment growth relevant to ACC planning, identify eligible amenities—including recreation, childcare, library, cultural, and community facilities—and evaluate development viability and the impacts of proposed ACC rates. The process also involves stakeholder engagement and assessing the effect of proposed rates on development viability and housing affordability. The contract is expected to span one year.
