The Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is soliciting competitive proposals for a Design-Build (DB) and Design-Bid-Build (DBB) Indefinite-Delivery, Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC). This contract will support new construction, renovation, alteration, and repair for general construction projects at NAS Jacksonville, FL, NS Mayport, FL, and other NAVFAC SE locations as required and approved.

The contract is set aside for small businesses possessing the specialized qualifications required. The solicitation uses NAICS code 236220, with a size standard of $45 million. Approximately five contracts are expected to be awarded, each for a base year plus four option years (totaling five years), or until the aggregate not-to-exceed amount of $249 million is reached.

Task orders under the MACCs will be issued as firm-fixed-price, with values typically ranging from $350,000 to $10 million, though exceptions may be considered in the government's best interest. Project scope includes a variety of facility types such as aviation, industrial, personnel housing, administrative, training, maintenance, medical, commissary, and retail, among others. Some projects may require multi-discipline design services or full construction specifications, with additional requirements for comprehensive interior design and sustainable features.

The source selection will utilize a two-phase, best value continuum process combining technical and price evaluations. Selected offerors for Phase Two will submit proposals for a seed project task order, with those not submitting both technical and pricing components not considered for award. The best value proposer will receive both the MACC and the seed project; others may receive the MACC with a minimum guarantee task order.
