FACILITY MODERNIZATION FOR US ARMY COMBAT CAPABILITIES DEVELOPMENT COMMAND ARMAMENTS CENTERTHIS IS A PRE–SOLICITATION NOTICE – The Department of the Interior (DOI) Interior Business Center (IBC) Acquisition Services Directorate (AQD) in support of the U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) anticipates issuing a Request for Proposal to acquire both Design–Build (DB) and Design–Bid–Build (D–B–B) construction services for Army DEVCOM AC on an as–needed basis for its location at Picatinny Arsenal, NJ, as well as several buildings at Benet Labs in Watervliet, NY. This contract will be used to provide rapid response modernization efforts in support of existing facilities and laboratories to ensure that major systems are kept on–line and functioning. This will be a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract for a five–year ordering period. The anticipated issue date of the RFP is February 12, 2026, with a projected closing date of March 23, 2026. It is a requirement that the successful awardee(s) be registered in the System for Award Management (SAM.gov). This solicitation is set–aside as a total small business set–aside under NAICS code 236220 “Commercial and Institutional Building Construction“, with an applicable size standard of $45M.
