The government authority in Eugene, Oregon, seeks qualified vendors to provide comprehensive design and engineering professional services for a program involving the placement of approximately 15 to 20 accessory dwelling units (ADUs) on privately owned properties within and immediately surrounding the local area.

Services required under this program include civil engineering, such as site grading and stormwater infiltration plans; site surveys to locate foundations, mark property boundaries, setbacks, elevations, floodplain boundaries, and easements; geotechnical engineering tasks such as landslide risk assessments, soil compaction, and percolation tests; and structural engineering including foundation design and project elevation establishment. Site plan preparation, detailing housing footprints, utility locations, septic footprint, driveways, and stormwater infiltration, is also needed.

Additionally, inspection services are required for the manufactured housing facility, during the manufacturing of homes, and upon delivery to site. Vendors are expected to produce documentation addressing environmental and regulatory requirements, including erosion control plans, septic system compliance, and stormwater management compliance. All questions regarding this procurement must be submitted by May 5, 2026, and a non-mandatory pre-bid meeting is scheduled for April 30, 2026.
